[TASK] Endpoint for returning html template to a dynamic JS that updates a div #414

Description We need to build the endpoint in routes/message.py that will return the html UI to the JS that submits the form action (chat toggle).

Details

[ ] ui route created in routes/message.py
[ ] ui route returns html template, not render_template or redirect
