[ENH] CircleCI: support stable R versions #48

Currently there is rocker/verse:devel under CircleCI testing. However this version is not a stable version, and CircleCI may fail because of this. To support the following R versions in CircleCI testing:

[ ] R 4.1.0, to fix the issue described in PennLINC/ModelArray#24

Both R version 3.6.3 and 4.1.0 has the problem of installing the package version not satisfied, and the version cannot be upgraded. Now, R 4.1.2 runs ModelArray well. So if users have trouble installing ModelArray on another R version:

use the docker image of ModelArray+ConFixel
install newer version of R (e.g. 4.1.2), which is easy at least for Windows and Mac
