Override IAO's domain on 'has time stamp?' #5

IAO asserts the domain: time stamped measurement datum for has time stamp

I would also like to use this with data items like prescriptions and diagnoses. Right now, Drivetrain/Acorn identiifes this usage as a domain violation.

I have edited the domain in https://raw.githubusercontent.com/PennTURBO/Turbo-Ontology/master/ontologies/turbo.ttl (which becomes https://raw.githubusercontent.com/PennTURBO/Turbo-Ontology/master/ontologies/turbo_merged.owl upon merging)

We can change it back or think of some other solution

Actually, I changed it to information content entity for the sake of drug prescription, which is a document, not a data item

agreed with @cstoeckert: don't try to override a well-known predicate. create "information has timestamp predicate" in turbo and consider proposing that the existing "has timestamp" be renamed "measurement has timestamp"
