Do not attempt to re-cache emoji for an hour regardless of result #12832

Two things are being fixed here:

  1. When a card has five new mana symbols we should not make five requests to Discord every time that card is called (Ulalek).
  2. If Discord responds with a 503 don't make a request for all the emoji over and over again. Just give up for now and make a fresh request in an hour.
