Don't re-download mtgjson if we literally got it a minute ago even if it's a new process #5230

Re-downloading every time makes testing changes to multiverse a pain.

I guess the issue here is that we download it to zip.zip and then clean up after ourselves. We'd need to store it as 'itself' and then check for it in cache before downloading.

You can workaround this by copying it to the app root which is good enough for dev which is the only place this matters. Closing.
