Client dependency upgrades #6730

Chart.js and moment.js have issues when upgraded to the latest version.

hoverIntent, tablesorter, react and react-dom seem fine.

Need to fix these before we can ship the updates obviously.

These are all fixed/done.

One exception is the tipped library that (a) isn't on cdnjs, and (b) doesn't have the latest version on jsdelivr, just the version we have. It can hang out being an exception for now.
