If a lot of triggers (20+) go on the stack, the game may reset #1000

What is the expected behaviour of the card?

Tokens should be made until the game hits the token limit. Triggers should all resolve.

What is the actual behaviour of the card?

The game can restart, but is not consistent in doing so
