What is the expected behaviour of the card?

Life payment on Fire Covenant, exile on Harvest Pyre, etc. is an additional cost. Casting it without paying its mana cost is an alternate cost. According to rule 117.9d, "If an alternative cost is being paid to cast a spell, any additional costs, cost increases, and cost reductions that affect that spell are applied to that alternative cost." Therefore, cascading into one of these cards or casting it in another way for free should let the caster pay X.

What is the actual behaviour of the card?

When such a card is cast without paying its mana cost, X is 0. In addition, Toxic Deluge restarts the game.
