Hidden Strings fails to cipher if you decline to tap/untap the second target

What is the expected behaviour of the card? -you can choose to tap/untap 2 permanents.

What is the actual behaviour of the card? -for each permanent you are given the option to use the ability. you can't choose whether to tap or untap the permanent. by using the ability the card's state is altered, a tapped perment becomes untapped and vice versa. if you don't want to tap/untap your second target, the card fails to prompt for cipher and it's sent to the grave.
