What is the expected behaviour of the card? -it does what the card says

What is the actual behaviour of the card? -it enters with more +1 counters than the client officially supports

This is a head scratcher. I've kicked this card at least 5 times and never had an issue. The client only normally lets you get to 400 counters before refusing to put more on.
