Cards like Lake of the Dead sacrifice less lands if multiple enter at the same time, and not all land sacrifices can be fulfilled

What is the expected behaviour of the card?

If two Lakes of the Dead enter play at the same time, you have to sac two swamps. If only one Swamp is in play, only one Lake of the Dead will enter play, and the other one will be put in the yard.

What is the actual behaviour of the card?

If two Lakes of the Dead enter play at the same time, while you control only one Swamp, that Swamp will be sacrificed but both Lakes will remain in play. Probably also affects other cards in its cycle, but untested
