What is the expected behaviour of the card?

When Siphon Insight resolves, its controller exiles a card from the opponent's library face down and puts a card from the top of that player's library to the bottom.

What is the actual behaviour of the card?

In addition to effects above, the opponent targeted by Siphon Insight draws no cards during their next draw step.

record scratch – "I was able to not skip opponents draw step with [siphon insight] by putting a manual stop in the opponents draw step … i think you HAVE to put a manual stop tho otherwise it default skips it"
