Context: Newer versions of 'packaging' are incompatible with OQC client, which causes errors at testing the wheels.

Description of the Change: Pin 'packaging' to version '<22'.

Benefits: OQC Device gets installed.

Possible Drawbacks: Might need to unpin in the future.
