Follow-up on nightly releases with GH actions

Follow-up on #921:

• switch to using deploy keys for the push to main on version bump, the branch protection system was not flexible enough to allow a standalone account (ringo) to bypass all of the relevant branch protections
• update the remainder of outdated actions now that node20 is available on our manylinux image
