Deprecates the Python 3.6 CI check because PennyLane core has deprecated Python 3.6 too and the latest version of PennyLane-Qulacs will depend on the latest version of PennyLane
A change in the test for qml.QubitUnitary was required due to an updated error message in PennyLane core from https://github.com/PennyLaneAI/pennylane/pull/1439

Once the PR is looking okay, the Python 3.6 check that is "Expected" can be overridden (if need be).
