Update plugins in Docker builds #4123

Feature details

Building of PennyLane images in Docker is supported, including optional installation of the plugins. We would like to update the available plugins to:

Remove PL-SF because this is no longer supported in version 0.30 and above.
Add the new Quantum Inspire plugin

Implementation

The changes will occur in install_plugin.sh and the Makefile.

Optionally, we would also like to update the interface versions to match those used in the CI.

How important would you say this feature is?

1: Not important. Would be nice to have.

@timmysilv Would it possible to get this issue assigned to me and then close? Just so that the bots could discover and update status of the issue on Unitary platform.
