[BUG]-XSig methods in VideoCodecBase do not depopulate null values #1012

Was this bug identified in a specific build version? Seems to have been around for awhile

Describe the bug When you clear meetings, or meetings fall off the calendar of events, or when calls end, the xsigs that send that data to SIMPL do not depopulate.
