[feature-suggestion] colors of PUBLIC comments and INTERNAL comments are same. #387

Issue : The color of PUBLIC comments and INTERNAL comments are same.

Suggestion: It will be better if the different comments have different background color. Eg: Grey for internal comments and BLUE for public comments. Also the input textbox can have a black border.
