Add descriptions to TLD elements for IDE display #275

Having JSP tag tooltips display with descriptions of the tag elements will help 
speed usage and reduce learning curve.

Additionally, the tag wiki docs [0] seem a bit out of date, e.g. wiki page has 
performFilterAndSort but tag has autoFilterAndSort (not knowing them yet, just 
guessing they are the same; "the other is missing the other" ;-).  Having the 
descriptions with the tag lib will help maintenance too.
