GEO-DR: implement revoking of ticket when cluster fails #23

Is there some way to ensure that when the mysql resource for example (no master possible) fails on the datacenter which has the ticket, that the ticket gets revoked?

That should be very exceptional, the expected behavior is that local failover works unless the whole datacenter is down. It is not that easy to implement, I'll try a good ways to implement this.
