Provide SQL interface for Key management #108

TDE extension needs to provide the SQL interface to work in multi-tenant environment to manage master keys.

TDE extension must provide interfaces to perform the following functions.

SQL function to assign a specific master key to the database
SQL function to rotate a master key of the database
SQL function to get the master key name of any specific database.
