Belgium's and Vinland's decisions to form Arcadia do not inherit Plantagenia. All three Arcadia decisions fire the annexation event (333458) for VIN, NBG, LST, and ATS. Thus, Plantagenia gets the chance to inherit Vinland and Belgium, but Vinland and Belgium cannot inherit Plantagenia. I assume this is unintentional, but I could be wrong.
