Use of civilization_progress check in end_kartveli_autonomy reports erroneous value in hint #155

Despite being loaded and treated as 75%, the game reports in the hint that the value is 50%, can't tell if this happens anywhere else currently.

This is an engine bug that unfortunately I cannot solve - I have it in mind to write it in the decision in red text for the next patch.
