Add flag to transfer API/disable delete across platforms #490

The functionality if deleting instances across platforms requires storing bindings in SMDB as a prerequisite

This PR reverts the deletion from other platforms logic (forbids it again) and also adds a static feature flag so that the transfer API can be disabled until necessary prerequisites are implemented
