7.3 Update for server from 7.2.5 is causing block issues #2

I have included a picture of a repair station. It was originally created in 7.2.5 and placed outside as it has no room requirements. I then transferred it inside and still got the same block issue "Place On Solid Ground" 20180328171119_1

Apparently I missed in the notes grass is not considered a solid block?!?
