ignore the backend variables when building perl core #119

Non-core backends are not yet installed, so we need to use CPAN::Meta::YAML and JSON::PP.

This fix really ought to go into the upcoming 5.24.1 release as well; I'll submit a patch via RT for that.

I don't have a chance to review all the test changes in detail, but conceptually, I'm strongly in favor of this change.

Many thanks! Are you planning on releasing this soon? If it's out by Friday, I can merge it into blead in time for 5.25.4 and we won't have to worry about putting in the patch I made in maint-5.24 instead.

(Alternatively, I guess I can just copy the latest release with this change on top and give it an alpha version number.)
