fall back to default MANIFEST.SKIP #10

As mentioned in https://github.com/Perl-Toolchain-Gang/ExtUtils-MakeMaker/issues/204 -- if there is no MANIFEST.SKIP file, we should (possibly enabled with an option?) assume that one existed that contained #!include_default.

Affects methods: skipcheck, maniskip.
