EUPL (see https://metacpan.org/pod/Software::License::EUPL_1_2) is not detected at https://github.com/Perl-Toolchain-Gang/Software-License/blob/79d6217a36f90cda7c820ae0b05c9ff9f3142a09/lib/Software/LicenseUtils.pm#L25

so I had to disable this module.
