Sync podlators 20240713 #22402

This pull request brings in two upstream releases of podlators, the first of which is a major overhaul that, among other things, introduces semantic versioning, while the second is much smaller and mainly rolls back changes that were interfering with the synching from CPAN reported in https://github.com/Perl/perl5/issues/22395.
