Move property definitions into a manual .pod file

This could either go into its own Alien::Build::Manual::Properties or Alien::Build::Manual::PluginAuthor. If l it isn't in PluginAuthor, then there should be a link to it, since I think probably plugin authors are the ones who are going to be most interested in properties.
