Create mockup of overall PDG portal layout for MVP #10

The current PDG portal looks like the following:

We should create a mockup (colors, images, pages, etc) of what we want this portal to look like with Cesium added for the MVP. The layout may be extremely similar, but it would be good to have an idea of the final result.
