Add "in development" message #18

Once MetacatUI 2.20.0 is deployed on the ADC, we can add notifications to the layers that are under development, by adding a property like the following to the layer config:

        "badge": "Preview",
        "style": "green",
        "message": "Pan-arctic coverage will be available for this layer soon! While the data pipeline is under development, a subset of the data is available to preview."
      }

"Preview" notifications are now displaying on the Ice Wedge Polygons, Surface Water, and Lakes datasets
