Show the annual pan-arctic surface water trend layers

• We have are already published the 2000-2021 trend layer on the PDG portal
• We also have data for each individual year from 2000 to 2022. Once the timeline feature is implemented, we should show this as a layer that can be navigated through time.
• Have already tiled each year and tested on the demo PDG

Took the annual data down from the demo portal, since having 20+ layers there was crowding the list. When we're ready to publish this, here is the cesium map config that was used for the demo:SWI-annual-layers-config.txt
