Add layer for ArcticDEM change dataset for thaw slumps

@robyngit @jeanetteclark @julietcohen @justinkadi is this the same dataset that Lingcao sent to us a year ago and we are still processing for publishing? If so, then this would be a good dataset for @justinkadi to start shepherding through the process. Let's discuss.

There is 14.4TB of data in datateam:/var/data/curation/Lingcao-output that Daphne was working on, and that Daphne, @jeanetteclark, and I have discussed a few times. There is also an RT ticket for this with more background and details.
