Create a list of UI features for PDG MVP #4

We've discussed features for the MVP PDG many times, it's occurred to me it would be helpful to create a discreet list of user-facing features and create GH issues from that list. The user stories, mockups, and past discussions will inform this MVP feature list

I created a list of features as Github issues in the pdg-portal and metacatui repos and added them to the Cesium for data portals MVP Epic. I also created a lot of feature issues for features beyond the MVP. We'll continue to add detailed tickets as we continue development.
