Memory leak in TileStager #10

In processing the IWP dataset on Delta, @KastanDay observed that there is a significant memory leak during the staging process, which seems to have originated in the changes made implementing #9

Kastan reported that the memory usage evened out around 80%, which is normal and expected behaviour, so false alarm!
