Pre burn tickets #115

pre-burn tickets is an optional feature for instances of P2WDB willing to sell write access for BCH. It will maintain an 'inventory' of pre-burned transaction IDs. These are akin to a 'ticket' to write to the database.

Having pre-burned transaction 'tickets', speeds up the time required to write to the database.
