Port git hyper-blame to gitiles #100

I recently added git hyper-blame to Chromium's depot_tools 
(https://crbug.com/574290). A number of Chromium developers have expressed 
interest in this functionality being in gitiles. Dave Borowitz showed no 
opposition to this when I asked.

I have made a small start on this and will be working on it in the background. 
If anyone else really wants this and has more spare cycles than me, feel free 
to work on it (but talk with me first so we don't overlap). I filed a Chromium 
bug (https://crbug.com/584560) to track this also.

I have uploaded the work I've done so far. It doesn't work and is a horrible 
mess, but since I expect this to take awhile, I may as well make it public in 
case someone wants to take over:
