(phi0474.phi052.perseus-eng1) invalid refsDecl #324

@rgorman reported https://github.com/scaife-viewer/scaife-viewer/issues/376 and the root cause seems to be this error: urn:cts:latinLit:phi0474.phi052.perseus-eng1 has an invalid refsDecl

By the way, I have a full treebank prepared for De Amicitia. It might be useful in seeing how the Viewer might integrate dependency trees with texts?

@jtauber Neither the English nor the Latin has been fully converted. Some of this Latin was partially done (which might account for it being visible) but usually this means that the wrong hierarchy was used. I had a student working on Cicero years ago but he never completed the batch. The files in this batch would not have been bumped or reviewed for accuracy as automated conversion was applied in a somewhat inconsistent way.
