Do we want CTS urns in our MADS records? #4

Up until now we have only included the tlg/phi/stoa ids, and then the CITE urn for the resulting CITE row. I'll have to update the logic if we do want CTS urns. The following have it:

I added CTS-URNs in these cases because the authors already had expression records in the catalog but no authority records and thought these were needed for mapping, but I am so often wrong about these things! : )

I'll change the importer to reflect this and close the issue when I've committed.
