Make README more informative #24

The wiki has basic information that the README lacks. The norm on GitHub is to present such information directly on the README (which is the first thing a user sees when visiting the repo), so this change copies the information from the wiki to the README.

Perseus has a number of different repos that follow this format, and I would like to keep this information in line with those. So I will look at this in that context, particularly as we want much of the language should be the same across the various collections. This repo is both incomplete and in transition and is not of the same priority as other text collections.
