problems with <speaker> to <said> and drama inconsistency #51

In most of the older drama, the numbering restarts at 1 in the CTS display as soon as speaker changes: http://cts.perseids.org/read/greekLit/tlg0085/tlg002/perseus-grc2/605-700

It will reset when a line number is explicitly indicated.

Note, we decided to change format from <speaker> to <said> here https://github.com/PerseusDL/canonical-greekLit/pull/129 but this creates a problem whereby there are no speaker labels.

but not right away.

So where do we go from here to make this consistent? Why is there no speaker to start the play in the last example?
