Prompt on a locale-switching related reload #61

When the page reloads because:
- The user has a preferred locale different from the default-locale, but 
connected to the default-locale page.
- The user selected a different language from the locale buttons

Display a one-line message telling the user that he should bookmark this 
page in order to reach his favorite language directly.
