Popup window title doesn't appear #62

The window.open() javascript function used in TopBarView passes a title as 
second parameter, but it doesn't appear on the popup window (test in Chrome). 
Check if it appears in other browsers. Read documentation to see if that 
parameter is ever used, if not, remove it and pass an empty string.

No longer passing a second parameter. IE didn't like it anyway.
