Sign In fails in IE7 and IE8 #65

What steps will reproduce the problem?
1. Open main page in IE7 (at least on my UBC pc)
2. Click Sign In

The Sign In popup window should appear, it doesn't.

Maybe it could be solved with Issue 55.

Need to test under other browsers.

Also fails in IE 8.

It was NOT related to Issue 55 after all, so it should be investigated 
separately.
