Move config.xml to /etc/opt #38

Since 5524e4297350cbb7bdbba2a130408254c6c1956f the config.xml file should be in /etc/opt as per FHS.

This will require changing setup script and ET.parse in beaglebrew.py itself to point to the correct location.
