wta-sim uses dvfs, whereby slacking tasks can use the frequency scaling to run slower. Should be implemented somewhere in newFlavor HostSpec Machine, follow the trail.

Low priority compared to other issues. DVFS is a nice-to-have and we will focus on a heterogeneous system with machines with different TDPs first. About five different TDPs seems reasonable as some machines may be replaced as time goes on?
