Allow the user to set a priority rating for each tolerance (or target -- whichever is easier to implement). One possible scheme: 0 for tolerances that should never be relaxed, 1 for tolerances that may be relaxed a little only if absolutely necessary, 2 for tolerances that may be relaxed a little more, and so forth on.
(not ready because it will also require a function for adjusting the tolerance according to the priorities and we should wait to develop that function and these parameters until we know we need them -- and that isn't the case yet.)
