Directly support pointing machines at the public compbox #19

This includes using the public compbox for NTP peering.

Have applied this to a couple of machines whose clocks were known to be out of sync. They're now sorted. For any others which need it, it should just be a case of shelling in and running ./srcomp-kiosk/scripts/update as normal.
