RedHat family: add elfutils-libelf-devel dependency #22

Starting with CentOS 8, elfutils-libelf-devel is no longer a dependency of dkms, which causes the guest additions build to fail.

Thanks for your addition @tschoonj , much appreciated! I should get those molecule tests in order, so that automated tests would have picked up on this.

I'll bump the version number as well
